Waste Collections

Kerbside collections: non-recyclable residual waste

Residual household waste  – that is, rubbish that cannot be recycled or composted will now be collected in black bags, or the grey bags previously supplied by us (or a combination of both).

We no longer supply grey bags to residents, so once your current supply has been used up you will need to purchase your own black bags.

You may put out up to 3 bags of residual waste every 3 weeks, so it is important to recycle.

To ensure your bags are collected:

  • Sign up for collection reminders (opens in a new tab), so you know when to put out your non-recyclable waste.
  • Put your bags out by 6.30am on collection day, but not too early and please cover your bags to prevent attack by birds and animals.
  • Only put out up to 3 bags and use standard size black bags only (up to 60 litres)
  • Make sure they are not too heavy – there is a 15kg weight limit for the safety of our crews

Please don’t:

  • Never put sharp objects in your bags, they can injure our crew.
  • Do not put batteries, vapes or small WEEE in black bags, as they are a potential fire risk. Standard domestic batteries can be recycled by placing them in a separate clear plastic bag with your recycling containers. Other batteries, vapes and small WEEE may be recycled at our Waste and Recycling Centres.
  • Do not put garden waste in black bags, please read the FAQs below.
  • Do not put clinical waste in black bags, please read the FAQs below.

FAQs

1. What are the residual restrictions?

Households are able to put out a maximum of three residual grey / black bags every three weeks. We no longer supply grey bags to households, so once your current supply has been used up you will need to purchase your own black bags, standard 60 litre bags and each bag has a 15kg weight limit for the safety of our crews.

The grey bags were brought in to support the service change in 2019 and we are now reverting to household provided standard refuse sacks. If any households have unused grey bags these will continue to be accepted at the kerbside.

2. I have a large family, even though we recycle we still have more than 3 bags. How do I apply for an allowance for additional bags?

Larger households of 6 or more people can apply for additional non-recyclable allowance. If you have nappy waste, please apply for that separate collection service first. Find out more Larger Household Allowance Terms and Conditions.

3. Can I use a wheelie bin instead of a bag?

Only waste in a black or grey residual bag will be collected. If households wish to place their bags in a container for collection at the kerbside this will be accepted. We would request the containers are no larger than 240 litres to enable the operatives to manually empty the container.

4. Will I be able to put out more bags during the Christmas and New Year period?

Yes. We know that a combination of Christmas presents, visitors and changes in collection days will mean fuller residual bags during this period. We will allow properties to present one extra bag (black/ grey) at the kerbside during Christmas collection, the date of this collection can be found on your collection calendar

It is still important to recycle as much as possible though, including wrapping paper (test if it can be recycled by checking that it does not unfold again if you scrunch it up – it also can not include glitter or foil) and food waste such as turkey bones and vegetable peelings.

5. I have children who are in nappies/I use incontinence products where should I place these?

We provide a separate free collection for nappies / absorbent hygiene products, you can register for the AHP collection service to get these materials collected separately from your other waste and recycling on a fortnightly basis.

When you sign up you will be delivered a collection calendar as well as 2 rolls of purple bags. There is no limit as to how many of these bags you can put out every fortnight, but each bag has a 15kg weight limit for the safety of our crews.

6. I don’t know what I can and can’t recycle

You can use our waste and recycling search directory to find out what can be put in each container or to look up a specific item to find out which one it goes in.

7. I don’t have the containers, bags or boxes to allow me to recycle, where can I get them?

You can collect replacement bags and boxes from a number of locations around the county or those who are unable to access these locations will be able to make a request for delivery online.

You can request more food waste bags by placing a note on your green food waste caddy on the collection day.

8. If I can’t put my garden waste in my grey/black bags, what should I do with it?

9. What should I do with my pet waste?

Any waste pet food can go in your food caddy.

If dog waste is collected while out walking your dog it can be disposed of in street litter bins.

If cat litter, dog or pet waste is accumulated at home, it can be placed into your residual (grey/black) bag to be disposed of at the kerbside but it will be part of your three bag allocation per three weekly collection. If you are close to your limit or would prefer to dispose of this waste more frequently then it can be disposed of in the general waste container at any of our Waste and Recycling Centres. If you are putting pet faeces in your black bag, please make sure it is double wrapped and mixed with other waste.

Options for alternative disposal methods include the use of pet waste digesters and wormeries.

10. We have a coal fire or stove so produce a large amount of ash, what do we do with it?

If a coal fire or stove is your main source of heating, the ashes from this can be placed in household provided black bags when the ashes are cooled, the bag should  be clearly marked “COAL ASH” and should contain nothing but ash or it will be left, the maximum weight of this bag can be 15kg. This will be collected on the same day as your usual residual non recyclable waste.

Please contact the Council on enquiries@pembrokeshire.gov.uk or 01437 764551 to make the Council aware that you will be placing Coal Ash Waste out alongside your residual non recyclable waste bags.

All other ashes (i.e. wood) should be placed in the black/grey residual waste bags once it has cooled. The bags have a maximum weight limit of 15kg.

11. How do I find out what day my grey/black bags will be collected?

Sign up for collection reminders (opens in a new tab), refer to your waste and recycling calendar or check your bin day, so you know when to put out your non-recyclable waste.

12. I have some grey bags left, what should I do with them?

You should continue to use up any existing grey bags as normal and then use household provided standard black bin bags (60litres) for non-recyclable waste moving forward.

Remaining stock of grey bags for non recyclable waste will be available for collection by households from locations across Pembrokeshire from Tuesday, 19th September.

Grey bags (one roll per household) will be available from Waste and Recycling Centres (as part of a pre-booked WRC appointment), Leisure Centres, North Wing Reception at County Hall and Thornton.

These collections are available while stocks last.

13. What size black bags should I use?

You can use black bags that are up to 60 litres and please make sure the bags are not too heavy – they should weigh no more than 15kg each when you put them out, 3 bags will be collected per three-weekly collection.

14. What about flats or areas which have communal waste collections?

All households have to comply with the residual waste restrictions which equates to 1 residual waste bag a week, and are working with flats and estates to remove communal waste collections these across the County where possible.

15. How to I reduce the risk of my residual non recycling bags smelling?

Using your lockable food waste caddy for any food waste and setting it out for collection every week will help avoid smells.

If anyone in your household uses nappies or other incontinence products, you can sign up for a FREE fortnightly Absorbent Hygiene Product (AHP) Collection Service.

Double bagging animal waste and putting it into the residual bag can also minimize the risk of smells.

16.  How are you going to enforce people putting out more than three residual bags?

Everyone has a duty to look after the waste they produce and follow the regulations set for their property. We understand that some will have questions or require further support. Any residents that disregard the three-bag policy,  will be visited by our waste advisors and where appropriate, fixed penalties will be applied.

17. Why are you cutting our services and making us pay for our own bin bags during a cost of living crisis?

We are not cutting services but reverting to the previous system of household provided residual bags, a system which is implemented by a number of authorities in Wales including Ceredigion and Carmarthenshire, the Pembrokeshire County Council grey bags were provided to support the Waste Service Change in 2019.

We are continuing to collect more segregated streams of waste and recycling than ever, in line with Welsh Government Legislation. All of which has meant we are one of the top recycling authorities in the UK.

However a recent analysis of Residual Waste in Pembrokeshire has found that 48% of the residual bag could be recycled through our kerbside recycling schemes and our Waste and Recycling Centres, so we can still do more.

What goes into our grey bags

18. I am going to be away for my collection, will I be allowed to put out 6 grey / black bags on my next collection?

You will only be allowed to place 3 grey / black bags out for each collection unless there have an exemption agreement in place i.e. larger household. If you are away for your collection and your neighbour or a family/friend is unable to place your waste on the kerbside for collection then you can take your bags to your nearest Waste and Recycling Centre.

19. I have a question that is not answered here, what should I do?

Please email your query to wasteandrecycling@pembrokeshire.gov.uk

Two Minute Street Clean

The aim of the #2minutestreetclean scheme is to make it as easy as possible for people to help maintain and improve the cleanliness of Pembrokeshire while having a positive and rewarding impact on our environment.

Each station holds litter pickers and used carrier bags to equip people to carry out a litter pick when they visit. The litter collected can then be put into the nearest litter or recycling bin.

Every piece of litter removed from our streets matters, it does not matter if you pick up 1 or 2 items or a whole bagful – it all helps.

This map (opens in a new tab) shows the location of the street boards, please note that the boards are hosted by volunteers so there may be occasions when the boards are not put out, also some are seasonal only.

For more information or to be involved in #2minutestreetclean please contact Jemma Price-Lewis on 01437 764551 or email jemma.price-lewis@pembrokeshire.gov.uk

Bulky Household Collections

If you have unwanted large household appliances such as beds, fridges and furniture you can arrange for a bulky household waste collection. The collection of bulky household items is undertaken on our behalf by Frame, a local charitable organisation.

Requests for this service can be made by completing a Bulky Household Waste Collection Form via 'My Account' your online Council account. We are doing all we can to reduce contact between the public and staff and adhere to social distancing at this time. Therefore payments surrounding the collection are to be made in advance of the collection during the booking process to ensure bookings can be processed in a prompt manner whilst adhere to Welsh Government guidelines.

The charge for a collection of household items is £21.30 for 10 items or less.  Please note a 3-piece suite would be classed as three items, whereas a table and four chairs would be classed as five items. We are currently unable to collect any heavy items, which would require more than two people to move i.e. pianos etc.

Please note, once a customer has made a request for a collection of up to 20 items, (the cost of 2 collections) they will not be able to book another collection until the current collections have been completed.

When requesting this service, please state the items to be collected, as only specified items will be removed.

Please note that once you have submitted the bulky waste collection, it cannot be amended. This is because the van would not be able to accommodate different items due to space limitations.

Once we have received your request it will be sent to Frame who will contact the household to arrange the collection, the items will only be collected from outside the property and please do not place these items out for collection until instructed to by FRAME.

** Frame are happy to enter homes where necessary as long the household is Covid free **

Sorry for any inconvenience caused.

Between the 26th February and 29th November 2024, we are offering fortnightly collections of household garden waste.

The cost of this subscription only service is £61.00 per bin. If you subscribe before 1st April 2024 the cost is only £56.00 per bin.

Frequently asked questions

Do I need to do anything if I don’t want to renew my subscription this year?

Yes, if you don’t want to renew your subscription please let us know so that we can collect your bin. I do not want to renew my subscription.

I have garden waste to dispose of but do not want to sign up to the collection service - what can I do with it?

You can:

What materials can be disposed of through the scheme?

The permitted materials are: hedge, tree and shrub cuttings, roots, grass cuttings and rakings, leaves, plants, flowers and weeds.

What happens to the collected material?

The garden waste is taken to a centralised composting facility where it is treated and turned into compost for use on the land.

But I have a compost bin. Does this mean you want me to get rid of that?

No, not at all. Composting is the preferred method of disposing of your garden waste. It doesn’t cost any money and it is much better for the environment. If you have a compost bin, keep using it.

Why do I have to pay for a collection?

Garden waste is a household waste for which a collection charge can be made. The service is paid for by everyone who subscribes. This is fairer for other residents who do not have a garden, who choose to compost at home, or who do not want to use the service.

Why are you using wheeled bins instead of bags?

Bags tend to be easily ripped and are more difficult to handle whilst wheeled bins hold more garden waste and are easier and safer to use by you and for our waste operatives

If you are supplying us with wheeled bins for garden waste why don’t you supply us with wheeled bins for our general refuse?

There would be increased operational costs as removing waste from wheeled bins is more time consuming and more waste tends to be generated. There would also be the increased costs in providing the wheeled bins and modifying vehicles.

I haven’t got any space for a wheeled bin so, what can I do?

It may be possible to be issued with 2 smaller bins in place of 1 larger bin, please contact us on 01437 764551 to discuss this.

Perhaps you could join forces with a neighbour who has more space to house the wheeled bin. By doing this, you will still benefit from the service and save money by sharing the cost. If this isn’t possible please contact us on 01437 764551 so we carry out a container assessment and if necessary provide an alternative.

I can’t handle a wheeled bin so, what can I do?

Please contact us on 01437 764551 so we can carry out a container assessment and if necessary provide an alternative.

Are all properties suitable for this service?

Some properties may not be suitable for this service due to restricted access for our collection vehicles. We reserve the right to decide whether or not we can provide the garden waste collection service.

Can I use my own bin?

No, we know the supplied bins are of a good quality and can withstand the pressure of lifting and emptying into our vehicles. We cannot risk the safety of our operatives by asking them to empty other bins.

Will I be issued with a brand new bin?

Bins returned from previous customers are reused. New customers will not necessarily be issued a new bin, there may be some evidence of wear and tear.

How long does my subscription last for?

All subscriptions will run annually with collections taking place from the week in which 1st March falls to the week in which 30th November falls inclusive. The full fee is payable at whatever point in the year you subscribe or even if you only need a few collections.

Can I have more than one bin?

Yes, as long as you pay the annual charge for the collection service for each bin you can have as many bins as you like.

How do I renew my subscription?

We will email or write to you before your subscription is due for renewal but if you have any queries telephone the Contact Centre on 01437 764551

You can renew or cancel your subscription online via ‘My Account’ - Your Online Council Account and go to ‘My Services’.

What happens if I don’t pay for the following year and my subscription runs out?

If payment is not received, collections will be suspended and the bin will be removed

If I cancel my subscription will I be eligible for a refund?

We will not be able to offer any refunds although should you wish to cancel the subscription you can do so via MyAccount or just telephone the Contact Centre on 01437 764551 and we will terminate the service with immediate effect.

We will arrange to collect your garden waste bin.

If I do not renew my subscription will I get to keep my bin?

No, you will need to let us know if you don’t want to renew your subscription (or you wish to cancel) and we will arrange to collect your bin.

Are there any concessions?

No concessions are available for this service

When will the service start?

Your service will start with the delivery of your bin which we aim to deliver within 21 days of receiving your payment. However, this may not be possible in busy periods, such as the start of the new subscription year, due to high demand. A refund will not be provided if we fail to deliver in 21 days

How often will my bin be collected?

Your garden waste will be collected fortnightly between the week in which the 1st March falls and the week in which the 30th November falls inclusive

When will my collection day be?

We will notify you of your collection day, when we deliver your bin.

Collections will be made fortnightly. You can also enter your post code or street name into 'Services in your area' to find out your collection day and week.

Did you know you can subscribe to receive an email reminder the day before your collection?

Sign up for collection reminders via ‘My Account’ and go to ‘My Services’.

Information on how to sign up for reminder notifications.

Where should I leave my bin for collection?

Your bin(s) should be placed at your usual collection point at the kerbside by 6:30 am on the day of your collection.

What time will my collection be?

Your collection time will be from 6:30am onwards. We reserve the right to change the time we collect at any point therefore bins must always be out by 6:30am.

My bin hasn’t been collected. What can I do now?

Check to make sure the bin was due to be collected. Check the items you have placed in the bin are on our list of permitted materials and that you have not compacted too much into the bin so that it can’t be emptied. Remove contaminants and or loosen the contents and put out for next scheduled emptying. If the bin was due for collection, was not contaminated and was out before 6:30am in the correct location, please call our Contact Centre on 01437 764551.

How much garden waste will the bin hold?

As an example, the bin will hold the equivalent of approximately five standard refuse sacks when filled approximately 2⁄3 full and tied for collection. However you must not use sacks in the bin, items must be loose. When we empty your wheeled bin we put it onto a bin lift which shakes the bin to loosen the waste into the refuse freighter. If the garden waste is too compacted in the bin we need to excessively shake it on the lift which can damage the bin. Only put the items listed in your bin. If in doubt, don’t put it in and phone the Contact Centre on 01437 764551 for advice.

If I have extra waste can I put it at the side of the bin?

No, only garden waste within the bin will be collected.

Will I be able to have help if I subscribe to the garden waste scheme?

Yes, provided it is practicable to do so, we will make arrangements with you for the wheeled bin for garden waste to be collected from your property.

My bin is getting really dirty. Will the Council clean it?

It is your responsibility to clean the bin.

What can I do with my garden waste between December and February?

Garden waste can be home composted or taken to our civic amenity and recycling centres.

Why are there no collections between December and February?

In order to maintain a cost effective service it has been decided not to provide the service during the winter months when little or no garden waste is generated.

I am a business. Can I opt into the scheme?

Yes, the service is now available to businesses. Please contact our Trade Waste Team at tradewaste@pembrokeshire.gov.uk or alternatively, please call 01437 775149.

What happens if I move house?

If you move within Pembrokeshire you may wish to take your bin with you to your new address. Telephone the Contact Centre on 01437 764551 at least 10 working days before you are due to move so that we can make sure your bin gets emptied at your new property. If you move outside the County the bin remains the property of Pembrokeshire County Council. Please telephone the Contact Centre to make arrangements to have it collected.

What if the bin is damaged?

If your bin is damaged by our collectors please let us know by telephoning the Contact Centre on 01437 764551 and we will arrange a replacement. If you have damaged the bin please contact us but please note that you may be liable for the cost of a replacement.

What if the bin goes missing?

If you think your bin is lost or stolen please check with your neighbours and around the local area to see if it has been returned to the wrong place. If it is still missing please call the Contact Centre immediately on 01437 764551 to report it. Please note you may be liable for the cost of replacement if the bin cannot be found.

I am not sure what I can put in my garden waste bin. What should I do?

Please refer to the information leaflet provided when your bin was delivered or check the items listed on the bin. A list is also available on our garden waste website. If still in doubt please don’t put it in the bin until you have called the Contact Centre on 01437 764551 to check.

Food Waste Collections

Turn food waste into Welsh power

In Wales, most recycled food waste is turned into renewable energy which powers Welsh homes and communities. Pretty powerful stuff, right? For powerful tips, facts and stories visit Wales Recycles (opens in a new tab).

Five reasons to recycle your food waste

1) It's easy

2) Contains food smells

3) Caddies lock to stop pests getting access

4) It's collected once a week

5) Turned into electricity

Tips to help you recycle all your food waste

Recycling food waste can keep Wales clean and green. But the process starts in your kitchen, when you get food recycling right.

  • Use a caddy liner to keep your food waste contained. You can request more food waste bags by leaving a note on the top of your green food waste caddy on bin day.
  • Empty your grey indoor food waste caddy into your green outside food waste caddy regularly to avoid it getting too full and splitting or spilling.
  • Keep a lid on it to stop flies getting in, and odours getting out. Don’t forget to close the lockable lid on your outdoor caddy, to prevent pests and safeguard against windy weather.
  • Keep your caddy fresh & clean by giving it a rinse, wipe and dry.

Guidance: what to put in your food waste caddies

No thanks

  • Packaging of any kind (please recycle what you can in other recycling bags)
  • Plastic bags

Kerbside Glass Collections

What can I put in the box?

Empty glass bottles and jars of all colours, shapes and sizes. There is no need to remove labels, lids, corks or bottle tops.

What can't I put in the box?

Any type of glass that is not a bottle or jar i.e pyrex containers, drinking glasses, spectacles, window glass, glass ornaments, glass chopping boards or light bulbs

Why can't these items be included?

These items melt at a different temperature to glass bottles and jars. If they get mixed up and collected, they will contaminate the load making it useless and unable to be recycled.

How can I dispose of the items that can't go in my box, without them being sent to landfill?

They can be taken to your closest Civic Amenity and Recycling Centre and disposed of in special containers. Alternatively, most of these items can be donated to your local charity shop providing they are in good condition and spectacles can be taken into most opticians.

Where can I keep my box?

The drain holes in the box are raised to retain liquid and prevent soiling to floors, should you keep your box indoors. However if you keep your box outside the holes will allow the controlled release of rainwater.

Please only put the items listed in your box for collection. If the wrong items are collected and mixed into the load it will not be able to be recycled. Any items that are not suitable for kerbside collection will be left in the box for you to re-sort and dispose of correctly.

What will happen to the collected glass?

The glass will be delivered to Swansea and go for closed loop recycling.  Closed loop recycling means the glass will be recycled back into glass bottles and jars which is the most sustainable way of recycling.

Top tips for recycling your glass

  • Use your glass recycling box on a weekly basis. Overfilling the box makes it heavier and more difficult to handle.
  • Please empty and rinse the bottles and jars to remove any residue
  • Place the bottles and jars loose inside the box
  • Please do not fill your glass recycling box above the rim. Overfilling the box increases the chances of breakages and injury
  • There is no need to remove labels, lids, corks or bottle tops
  • There is no need to separate your glass according to colour

Fascinating facts and figures

  • On average each family in the UK uses 330 glass bottles and jars a year (British Glass).
  • Glass bottles and jars are 100% recyclable and can be used again and again.
  • Glass that is thrown away and sent to landfill will never decompose.
  • Glass dating over 3,000 years old has been found in the Middle East.
  • Using recycled glass in a furnace uses less energy than making new glass from scratch.
  • Recycling two bottles saves enough energy to boil water for five cups of tea.
  • In Britain we use over six billion glass bottles and jars each year. It would take you over three and a half thousand years to sing "Six Billion Green Bottles"! (Waste Watch).

We are looking into the best way to collect glass from large blocks of flats and properties with no accessible kerbside.
