What charges apply?

Where charges are payable, as listed below, the following schedule of charges will apply:

1 April 2024 - 31st March 2025:   

Waste and Recycling Centre Non-Domestic Waste Fees & Charges 2024/25

** DIY Household Waste Criteria as set out in the Controlled Waste (England and Wales) Amendment (England) Regulations 2023.                                                                                                                             

(i) the waste is produced at a domestic property by occupiers of that domestic property carrying out their own construction or demolition works, including preparatory works;                                                                                

(ii) the waste is not from construction or demolition works, including preparatory works, for which payment has been or is to be made;                                                                                                                             

(iii) the amount of waste delivered to any waste disposal site in a single visit is either:

(a) less than 100 litres and capable of being fitted into two 50 litre bags, or

(b) a single article of waste no larger than 2000mm x 750mm x 700mm in size;

(iv) the waste delivered to waste deposit sites does not exceed four single visits per household in any four week period. 

Any DIY waste over and above these limits is liable for a disposal charge as per the schedule.

Waste and Recycling Centre Bookings 

All of our Waste and Recycling Centres (Tips) require a pre-booked slots. Same day bookings are now available at Waste and Recycling Centres across Pembrokeshire.

Guidelines for Waste and Recycling Centres (WRCs)

1. Waste and Recycling Centres are open for:

a. Pembrokeshire householders with pre booked slots

b. Pembrokeshire commercial/ business users with pre booked slots

Please note: We ask that you do not arrive more than 10 minutes before your booked slot

 

2.  Before entering your chosen Waste and Recycling Centre, you will need to show a valid ID to the site attendant to confirm your booking. Examples of valid ID:

a. Driving licence with correct address

b. Utility bill

c. Council tax bill

Please note: For commercial/ business users your ID will need to relate to the business your slot is booked for

 

3. When making your booking for one of our Waste and Recycling Centres you will need to let us know if you are bringing household waste or commercial/business waste.

Household Waste is any waste produced from a domestic property (the property you live in), this waste type also includes places of worship.

Commercial waste is defined as waste and recycling arising from any trade or business, industrial, construction, agriculture or commercial activities. This includes anyone who has received payment for carrying waste from any source (including households/ domestic) or who produces waste from their work.

Please note:  If you have not booked the correct type of booking slot for your waste you will be turned away by the site attendant.

5. If you are booking a household waste slot you will also be asked to select what type of slot you need based on the type of vehicle.

Please note: A maximum of 3 bookings can be made per week.

Option 1 - Car or small van with or without a single axle box trailer up to 1.45 metres external bed length (not including the hitch) this includes:

  • Estate car       
  • 4x4 (four-wheel drive) 
  • SUV (sport utility vehicle
  • People Carrier
  • Pick-up style vehicle
  • Car type van with rear side windows and a second row of seats
  • Disabled adapted vehicles.

 

All vehicles in option 1 need to be without commercial signage.

Option 2 - Any option 1 type vehicle with a single axle trailer between 1.46m and 2.44 metres in external bed length (not including the hitch)

Option 2 also includes:

  • A double axle trailer up to 2.44 metre
  • Large / panelled vans or Light Good Vehicles (LGV) 3.5 tonnes or under
    • Flat bed
    • Tipper
    • Drop side
    • Box van
    • Caged vehicles

All vehicles in option 2 need to be without commercial signage. 

Please note: Households will be limited to 12 slots every 12 months (January - December) for vehicle types in option 2. We are able to monitor the number of slots used for your property over a 12 month period to ensure that your allocation is not exceeded.

 

Option 3 - Any vehicle with commercial signage with or without a trailer (up to 2.44 metres length regardless of the number of axles) used in a domestic capacity (for the property you live in).

Please note: Households will be limited to 12 slots every 12 months (January - December) for vehicle types in option 3.

 

The limit for the number of slots for option 2 or 3 for household waste i.e. 12 slots per 12 months has been introduced to ensure that households have enough capacity to be able to deal with their waste requirements but limit opportunities for commercial waste to presented as household waste.

 

6. There are no booking restrictions for commercial / business users. You can book as many times as you need. However, you must hold the relevant waste carrier licence from Natural Resources Wales (opens in a new tab) to be able to transport your waste.

  • Please be aware our Waste and Recycling Centre site attendant may ask to see evidence of your waste carrier licence before you enter the site.
  • We have the right to refuse entry to any businesses without a valid waste carrier licence.

 

7. There are charges associated with the disposal of some materials for householders.

Commercial users will be charged for all waste except a range of recyclables.

  • Card payments must be made on site at the time of disposal
  • No cash or cheque payments are accepted.

9. Please be patient and follow the instructions on site. These instructions are in place to ensure the health and safety of everyone.

Anyone not following the site instructions or being abusive to staff will be asked to leave and further action will be taken if necessary.

3. How do Pembrokeshire Households book a slot?

The booking system is live and slots can be booked online or via the contact centre for those without access to the internet (01437 764551)

For those without internet access, we are trialling an 'out of hours' telephone booking system to book slots for our waste and recycling centres from 9 December 2024.

  • Monday – Friday, 5pm – 7pm
  • Saturday and Sunday, 8am – noon

Once you have selected household waste, users will then need to select how the household waste will be brought to site i.e. which type of vehicle.

Please note disposal charges may apply for some waste types please see FAQ 17 for more information.

The limit for the number of slots for option 2 or 3 for household waste i.e. 12 slots per 12 months has been introduced to ensure that households have enough capacity to be able to deal with their waste requirements but limit opportunities for commercial waste to presented as household waste.

Households will be required to provide name, address, vehicle registration and contact details and agree to a number of conditions during the booking process.

Option 1 slots will be 15 mins long and option 2 and 3 slots are 30 mins long per vehicle. Please sort all waste and recycling into the different material types before arriving at the site, so you can dispose of items in the correct containers and keep your visit to within the timescale allowed. Layout maps for each site are available on the website.

Vehicles should arrive no more than 15 minutes before their booked time slot (to avoid traffic queues on the highway).

 

 

4. Why is there an annual limit on the number of option 2 and option 3 slots for households?

The limit surrounding the number of slots for option 2 or 3 for household waste i.e. 12 slots per 12 months (January - December) has been introduced to ensure that domestic users have sufficient capacity to deal with normal household waste requirements but limit abuse by those seeking to pass off commercial waste as domestic. The users can use these 12 slots as they wish, i.e. once a month or use all within 3 months, but only 12 slots will be allowed within a calendar year. This limit is in line with many Local Authorities across Wales including Carmarthenshire and Swansea.

There is no annual limit on the use of the option 1 vehicles.

 

 

5. What happens if I use all my option 2 or 3 slots before the 12 months?

Pembrokeshire households can use these 12 slots as they wish, i.e. once a month or use all within 3 months, but only 12 slots will be allowed every 12 months (January - December). This limit is in line with many Local Authorities across Wales including Carmarthenshire and Swansea. You will not be able to visit more than 12 time a year for these type of slots and this is checked by household address.

However there is no limit on the number of slots for option 1 vehicle’s e.g. car, small van, 4x4, SUV, people carrier etc. Commercial usage is also not included in this restriction however there is an increased range of charges associated with commercial usage.

 

 

6. How do I book a slot for Business/ Commercial waste?

Slots can be booked online or via the contact centre for those without access to the internet (01437 764551)

For those without internet access, we are trialling an 'out of hours' telephone booking system to book slots for our waste and recycling centres from 9 December 2024.

  • Monday – Friday, 5pm – 7pm
  • Saturday and Sunday, 8am – noon

Slots are released on a two-week rolling basis, and slots can be booked up to 6am the same day, where slots are available.

Pembrokeshire businesses are required to select the WRC they wish to visit, date and time for the slot.

There are no booking restrictions for commercial / business users. You can book as many times as you need. However, you must hold the relevant waste carrier licence from Natural Resources Wales (opens in a new tab) to be able to transport your waste.

    • Please be aware a WRC operative can and may ask to see evidence of this on site. We have the right to refuse entry to any business not providing proof of a current Waste Carriers Licence. For more information on Waste Carriers Licences is available through Natural Resources Wales.

    • We have the right to refuse entry to any businesses without a valid waste carrier licence.

Each slot will be no longer than 30 minute per vehicle. Please sort all waste and recycling into the different material types before arriving at the site, layout maps are available on the website for each site, so you can dispose of items in the correct containers and keep your visit to within the 30 minutes allowed.

7. What happens if I turn up without a slot? 

Only households and businesses who have a pre booked slot will be permitted on to site. Anyone who hasn’t booked a slot will be turned away.

 



8. What if I have booked the wrong slot for my vehicle with/without a trailer?

Users need to ensure they have booked the correct slot or they will not be permitted to enter the site, i.e. a householder with a car and trailer larger than 1.45m bed length will need to book option 2 if the car has no commercial signage or option 3 if the vehicle has commercial signage.

 

 

9. What if there are no slots available for my usual site? 

Households and businesses will be able to select which site they wish to visit therefore if your closest site is fully booked look to see if your second closest has a slot available and so on.

Please store your waste safely until you are able to visit the Waste and Recycling Centres.
Every household and business in Pembrokeshire has a legal responsibility to dispose of its rubbish in the appropriate manner.

You must not dispose of household or commercial waste in a way that will cause pollution or harm people’s health. This includes burning it - burning household or commercial waste is an offence and liable to prosecution.

Fly-tipping is a crime. Leaving items on the street or in parks, woodlands and fields is fly-tipping. This is a crime and could mean a fixed penalties of £350. If you have your rubbish removed by a third party and it ends up being fly-tipped, you could be held responsible and fined.

Remember if decide to have your waste removed by a commercial waste operator:

  • Always ask to see an up-to-date and valid upper tier waste carrier’s certificate and do not use waste contractors who won't show you an original certificate.
  • Keep a record of the waste carrier's details in case they fly-tip your waste and it is traced back to you e.g. a copy of their waste carrier’s certificate, a receipt which includes the business details of the registered operator, the make, model, colour and registration number of the vehicle taking your waste away. 

 

 

10. What vehicles are allowed on site? 

A range of vehicles and vehicle with trailers are now allowed on sites, customers select which vehicle type they are bring to site when they book. A vehicle guide for household waste users and commercial users are available via the links below.

 

 

11. What should I do if I wish to bring a short-term lease hired van to site? 

If you would like to use the WRC with a short-term hired van you will be allowed to dispose of household waste only.

Provision of a rental agreement and proof of residency will be required on site. The hire agreement must be for 3 days or less.

When making an online booking please type "hired" in the vehicle registration field.

 



12. What do I do when I arrive at the WRC?

Please sort all your waste and recycling into the different material types before arriving at the site and pack your vehicle correctly, so you can access these items in the correct order. Maps of the WRCs container order are available online to help keep your visit short and within the allocated timeslot.

Vehicles should arrive no more than 15 minutes before their booked time slot, this is to avoid traffic queues on the highway.

Please display your ID your ID showing your address to match the booking (such as a valid driving licence with correct address/utility bill/council tax bill) in the windscreen for staff to view and verify the booking. For commercial/ business users this will need to relate to the business the slot is booked for.  Once your booking has been verified you will be directed to proceed. Please be patient during this time and follow the signage and directions from our staff on site.

 



13. What do I do whilst on site? 

Traffic and pedestrian management procedures are in place and users are asked to follow all instructions

Each slot will be no longer than the pre-booked 15 or 30 minute slot per vehicle. Please sort all waste and recycling into the different material types before arriving at the site, so you can dispose of items in the correct containers and keep your visit to the time limit allowed.

Please be patient and follow instructions on site. For the benefit and welfare of everyone, any users not following instructions or being abusive to staff will be instructed to leave the site and potentially banned from future use of the WRCs.

 

 

14. What should I do with my Bulky Household Items? 

If you have unwanted large household furniture or appliances such as beds, fridges and sofas and are unable to transport them to a WRC, then you can arrange for a bulky household waste collection.

The collection of bulky household items is undertaken on our behalf by Frame, a local charitable organisation.

Requests for this service can be made by completing a Bulky Household Waste Collection Form via 'My Account' your online Council account.

The charge for a collection of household items is £20 for 10 items or less. Please note a 3-piece suite would be classed as 3 items, and a table and 4 chairs would be classed as 5 items. We are currently unable to collect any heavy items, which would require for than 2 people to move i.e. pianos etc.

When requesting this service, please state the items to be collected, as only specified items will be removed. Once we have received your request it will be sent to Frame who will contract the household to arrange the collection, the items will only be collected from outside the property and please do not place these items out for collection until instructed to by FRAME.

 

 

15. What is a waste carrier licence? 

If you normally and regularly transport waste as part of your own business, you will need to be registered as a waste carrier. Normally and regularly means that it’s part of your usual business, even if you do it infrequently.

A waste carrier is any person who normally and regularly collects, carries or transports waste in the course of their business or with a view to profit. This includes those who receive payment for carrying waste from any source (including domestic) and those that produce and transport their own waste e.g. builders and gardeners.

Registration is a legal requirement and you are committing an offence if you do not register when required.

Commercial/ business users of the WRC’s are reminded they are required to hold the relevant waste carrier licence from Natural Resources Wales in order to transport waste. Please be aware a WRC operative can and may ask to see evidence of this on site. We have the right to refuse entry to any business not providing proof of a current Waste Carriers Licence. 16. What charges are in place for Households using the WRC’s?

17. What charges are in place for Commercial/ business users at the WRC’s? 

Commercial/ business users will be charged for all waste disposed of at a WRC except a range of recyclables. Card payment facilities are now available at all sites and no cash or cheque payments will be accepted and payments must be made at the time of disposal. 18. How do I change or cancel my booking? 

If a household or business wishes to change or cancel a booking this can be done via the link in your confirmation email, by emailing wasteandrecycling@pembrokeshire.gov.uk or by phoning the Contact Centre on 01437 764551.

What do I need to do if I carry waste as part of my business?

From January 2014, you need to register as a waste carrier if you regularly transport waste as part of your business.

You can be fined up to £5,000 if you don't register.

 

You must register as a waste carrier if you do any of the following as part of your business:

  • transport your own waste regularly (from January 2014)
  • transport construction or demolition waste (even if it's a one off)
  • transport or dispose of waste for someone else.

Items we cannot accept

  • Asbestos - for further advice please phone the Contact Centre on 01437 764551 or contact an appropriately licensed waste disposal company.
  • Vehicles over 3.5 tonnes gross wt.
  • Noxious weeds -  such as Japanese Knotweed and Himalayan Balsam.
  • Tree branches or stumps - larger than 8 inches in diameter.

Site staff are instructed and authorised to inspect all incoming waste whenever possible to check its conformity and to question customers as to the origin of their waste. Once deposited, all waste and recycling becomes the property of Pembrokeshire County Council and must not be removed from the Centres by site staff or members of the public. Any incidents would be treated as theft.

Customers are requested to be courteous to site staff and other customers. Abuse and intimidation of site staff will not be tolerated. Some sites are monitored by CCTV for the health and safety of customers and staff and for site security,

What is a Waste and Recycling Centre?

In simple terms, a Waste and Recycling Centre is a one-stop shop that enables you to dispose of and recycle your waste.

In recent years, we have invested heavily in these centres by upgrading them to accommodate more waste streams and also through intensive staff training.

Who can use them?

The Waste and Recycling Centres are open to all householders and will accept a range of household and DIY waste.

What can I take to the Centres?

Our Waste and Recycling Centres are not intended for the disposal of large amounts of construction and demolition waste, from either businesses or significant home DIY renovation works.

Large quantities of materials will not be accepted and you are recommended to use a licensed skip/waste contractor.

Do I have to pay?

From 1st April 2024

Householders may use the facilities free of charge for normal domestic household waste and recycling.

With regards to DIY waste from households, historically PCC have accepted small quantities of this material generated by householders undertaking small scale DIY projects on their own properties. However there is no legal obligation for this material to be accepted free of charge in Wales, as this is not household waste and comes under the definition of construction and demolition waste.

As part of the review of fees and charges surrounding non-domestic waste it has been agreed by Cabinet that PCC will continue to accept small quantities of DIY waste for free from Pembrokeshire households and the allowances surrounding this will be in line with the DIY Household Waste Criteria as per the Controlled Waste (England and Wales) Amendment (England) Regulations 2023.

DIY Household Waste Criteria as set out in the Controlled Waste (England and Wales) Amendment (England) Regulations 2023

(i) the waste is produced at a domestic property by occupiers of that domestic property carrying out their own construction or demolition works, including preparatory works;

(ii) the waste is not from construction or demolition works, including preparatory works, for which payment has been or is to be made;

(iii) the amount of waste delivered to any waste disposal site in a single visit is either

(a) less than 100 litres and capable of being fitted into two 50 litre bags, or           

(b) a single article of waste no larger than 2000mm x 750mm x 700mm in size; and

(iv) the waste delivered to waste deposit sites does not exceed four single visits per household in any four week period.

Any DIY waste over and above these limits is liable for a disposal charge as indicated in the Waste & Recycling Centre Non-Domestic Waste Fees & Charges 2024-2025 schedule.

DIY waste includes items generated from building or renovation work that has been fixed, screwed down or cemented to a house or garden. It may include bathroom suites, doors, windows, kitchen units, roofing materials, structural timber, paving, decking, skirting, garden sheds, rubble, fencing, tiles and soil.

Trade and business customers will be charged for all of their waste except a range of recyclables

  • Take the main road from Merlins Bridge roundabout towards Milford Haven A4076(T).
  • Take the second turning on the right, the Old Hakin Road.
  • The site is located approx. 1.5 miles down this road on the right.
  • You will have gone over the railway line about half way to the site.
  • If you go under a railway bridge then you have missed the site.

From Tiers Cross direction

  • Take the Old Hakin Road towards Haverfordwest.
  • Go under the railway bridge.
  • The site is located approximately ½ mile on the left.

From Crymych direction

  • Take the main road through Crymych (A478) heading towards Pentre Galar and turn left at school.
  • Follow this road for about 1 mile to Hermon village,
  • at T-Juction turn right as though you are doubling back on yourself.
  • Follow this road for about 1 mile, cross over small bridge and just after bridge turn right.
  • Waste & Recycling Centre at bottom of this road (dead end).

From Llandissilio  direction

  • Take the main road to Crymych (A478) heading towards Pentre Galar,
  • Turn right at Pentre Galar, follow this road for about 1¼ miles.
  • At T-Juction turn left.
  • Waste & Recycling Centre is at bottom of this road (dead end).

From Wolfscastle and Letterston direction

  • Take the main road from Haverfordwest towards Fishguard (A40(T)).
  • Go through Scleddau and take the first turning on the left (A4219).
  • Approx. ¾ mile along the road take the turning on the left into the Waste & Recycling Centre (This is before the sharp bend and railway bridge.)

From Goodwick direction

  • Take the main road from Goodwick towards St Davids (A487).
  • After approx. 1 mile turn left onto the A4219 to Scleddau. 
  • Go over the railway bridge and the Waste & Recycling Centre is located on the right.

From Tenby, and Penally direction.

  • Take the main road out of Tenby towards New Hedges (A478) at the New hedges roundabout take 1st exit onto the A478.
  • Continue on the Narberth Road, A478 until you reach Crane Cross junction and turn left onto Devonshire Drive.
  • The Waste and Recycling Centre is approximately 350m on the left.

From Narberth and Begelly direction

  • From the Begelly roundabout take the main road towards Tenby (A478).
  • Continue on the Narberth Road (A478) until you reach the Crane Cross junction, turn right onto Devonshire Drive.
  • The Waste and Recycling Centre is located approximately 350m on the left.

Pembroke Dock Waste and Recycling Centre (Waterloo)

Directions to the site

From Milton, Cosheston, Sageston & Carew direction

  • Take the main road into Pembroke Dock (A477), passing the cemetery on your right hand side.
  • Take the first turning on the right, signposted for Waterloo Industrial Estate at the traffic lights.
  • Follow this road, which bears round to the right after approx. 150 yds.
  • The Waste and Recycling Centre is located at the end of this road.

From the Pembroke direction, including Angle, Castlemartin and Stackpole.

  • Take the main road from Pembroke to Pembroke Dock (A4139), coming down to the junction opposite Aldi.
  • Turn left towards the roundabout at the traffic lights.
  • At the roundabout take the 3rd exit back up the A4139.
  • Take the next left past Aldi
  • The Waste and Recycling Centre is located at the end of this road.
