What about Large Scale Events?

Temporary event notices cannot be used for events for more than 500 people. If you are planning such an event, you will need to obtain a premises licence if the premises are not already licensed.

Where it is proposed to hold a major event, organisers are asked to contact the Licensing Department of Pembrokeshire County Council at an early stage before a formal notice is given. This will enable discussions to take place with organisers regarding their operating schedules and avoid potential objections and hold ups.

Pembrokeshire County Council has created an Event Safety Guide to offer event organisers operational advice on how to successfully organise/prepare for events whilst complying with health and safety regulations, licensing requirements, road closures, etc, and advising on what organising an event generally entails.

Licensing Authorities have no power to stop permitted Temporary Events once they have started under the Licensing Act 2003. The Local Authority however does have other statutory powers under other legislation such as the Environmental Protection Act 1990 and the Health and Safety at Work (Etc) Act 1974.

If an event takes place without the necessary authorisation under the Licensing Act 2003, the spontaneous event protocol is likely to be invoked by Pembrokeshire County Council and Dyfed Powys Police.
