Youth Outreach Team
Pembrokeshire Youth Outreach Team supports Young People aged 16-25 who are not in education, training or employment to overcome barriers that prevent this. Through a person-centred approach, we support Young People to identify their needs and use engagement activities, group work and 1:1 work. We also support those in education and training to maintain their placement
Pembrokeshire Youth Outreach Team offers Young People a range of engagement activities. We focus these on the interests of the individuals we support. They can range from Cooking, Beach Days, Fishing, Go Karting, Bushcraft, Outdoor residential trips and much more. The impact this has on Young People is unmeasurable, but the smiles on faces and boosted confidence say it all!

Youth Homelessness Team
The Youth Homelessness Prevention Team aims to support, educate and upskill young people in order to avert homelessness. Where this is not possible we look to ensure these situations are rare, brief and unrepeated. In order to do this we facilitate a wide ranges of help and support;
Temporary Supported Accommodation
We currently have three accommodation units (2 flats and 1 house) offering a safe, positive environment where young people aged 18-25 can develop a range of independent living skills before living on their own Placements last a maximum of two years.
Floating Support
This service helps young people at risk of homelessness to develop the skills, knowledge and understanding to apply for, secure and maintain appropriate accommodation, whilst being an active member of the communities in which they live.
Furniture and equipment loan scheme
Equipping homes can be expensive /and difficult for a number of reason. This schemes ensures that young people have access to a range of household furniture and equipment that are required to make a house a home. Access to the items is based purely on active engagement on our other support programmes.
The Independent Living Centre (ILC)
We believe that experiential learning affords young people the opportunity to develop a range of skills needed to make a success of living independently. Our ILC is equipped with specialist resources and equipment that allow young people to experience what it takes to run a home. These workshops are offered both on a one to one basis but also in groups.
Virtual Learning Environment (VLE)
This interactive platform provides young people access to a range of learning materials including videos, audio clips, interactive challenges and quizzes, which enables them to develop a range of independent living skills at a pace that suits them, in an environment they are comfortable with. There is also a facility which allows them to contact youth workers from within the platform should they need any advice, guidance or just a little clarity on something.
Raising Awareness
There are a range of contributing and protective factors associated with homelessness. Pathways of support can sometimes not be obvious. We offer Homelessness Workshops to schools, colleges, training providers and community groups, where we attend these venues and deliver a range of workshops based on the needs of the young people attending.
Empowering young people
The experiences, views and opinions of young people interacting with housing and homelessness services are important in helping shape and develop the support on offer. The team has a number of ways where we ensure those with such lived experiences are listened to by decision makers and have an opportunity to inform provisions.

Substance Misuse Team
Pembrokeshire Youth operate a substance misuse service for young people under 18 whose alcohol or illegal substance use has brought them to the attention of, or at risk of being involved with, the criminal justice system. The team also offer preventative group work and information sessions in the community, schools and other educational settings. This work is available to young people under 25.
The substance misuse team have also produced resources for schools to help them undertake more substance education directly with students. This will allow the team to focus more resources on therapeutic interventions with young people aimed at reducing substance use and associated harms.

Free drug and alcohol support for all other young people under 18 is available from Choices.
Choices service offers support, prevention and harm reduction information, and therapeutic and practical help for children, young people and concerned others.
Both Choices and Pembrokeshire Youth Substance Misuse Team offer support using a harm reduction model and meet regularly with CAMHS colleagues to share practice, assess risk and safeguarding and support transition to adult services for all young people open to substance misuse services.

Youth Justice Team (YJT)
The Pembrokeshire Youth Justice Team (YJT) consists of:

- Youth Justice Team Administrator
The Youth Justice Team manage all young people who are subject to Court Orders and out of court disposals. The young person will be required to attend regular meetings with their case manager which will focus on their offending and factors that may reduce the likelihood of the young person reoffending. Referrals to other agencies will be made where appropriate.
Youth Justice Team case managers respond to the needs of young offenders in a comprehensive way. The Youth Justice Team assesses the needs of each young person, using a national assessment tool. This is to identify the specific problems that make the young person offend, measures the risk of serious harm they may pose to others and their own safety and wellbeing.
The Youth Justice Team provide intervention identified through this assessment process. Young people’s strengths/ diverse needs are identified and built on. Case managers will also prepare reports such as court, Referral Order Panel and out of court panel reports
The Youth Justice Team also provides intervention to prevent young people from potentially offending and from anti-social behaviours (ASB). A Prevention Assessment is completed to inform the intervention plan. This is following a prevention referral from concerned professionals or parents. This work is undertaken as a voluntary agreement between young person and their parent/carer.
YJT advocate Restorative justice and will seek to bring those harmed by crime or conflict and those responsible for the harm into communication, enabling everyone affected by a particular incident to play a part in repairing the harm and finding a positive way forward. This is part of a wider field called restorative practice and can involve both a proactive approach to preventing harm and conflict and activities that repair harm where conflicts have already arisen. In some cases a facilitated restorative meeting can be held. This enables individuals and groups to work together to improve their mutual understanding of an issue and jointly reach the best available solution. But in many cases a less formal approach, based on restorative principles, may be more appropriate.

Pembrokeshire Youth
Pembrokeshire Youth is an integrated service comprising of the Targeted Youth Team, Youth Support Team, Community Youth Team and the Youth Justice Team.
The service provides non-formal, informal and structured opportunities and experiences for young people aged 11 – 25, enhancing their personal, emotional, social and political development.
Pembrokeshire Youth offers advice and guidance, and supports young people to reach their full potential.

Community Youth Team
The Community Youth Team aims to provide young people aged 11 - 25 with universal access to opportunities, activities and youth clubs within the community, based on a voluntary relationship.
The team aim to do the following:
- Deliver a range of programmes and activities relating to curriculum specialities e.g. citizenship, arts, sport, IT, health, Welsh language and culture, in youth club settings
- Provide non-formal and informal educational opportunities and experiences to enhance the personal, social and political development of young people
- Deliver accredited programmes e.g. DofE, Agored Cymru, Sports Leadership, Heartstart
- Provide access to relevant advice, information, support and guidance
- Facilitate youth forums to enable young people to develop their voice, influence and place in society
- Provide young people with opportunities to be involved in decision-making processes
- Issue based workshops
- Residential opportunities
- Holiday programmes and activities
- Volunteering opportunities
- Support young people who are NEET
- Work in partnership with members of the community to encourage young people to become active citizens and make a contribution to their local environment

Children and Young People's Rights Office
The Children and Young People's Rights Office (CYPRO) in Pembrokeshire leads on delivery of Participation and Rights of Children and Young People for Pembrokeshire County Council.
CYPRO promotes the United Nations Convention on the Rights of the Child (UNCRC) to organisations, services, professionals and to children and young people.
CYPRO facilitates multiple pieces of work across the county. These include youth projects and youth forums in communities, Pembrokeshire Youth Assembly and special interest groups. This work enables young people to have a say on decision making that affects them and also allows them to become actively involved within their community and influence decision making on a local and national level.
The Children and Young People’s Rights Office leads on the delivery of Participation and the Rights of Children and Young People in Pembrokeshire. The role of the CYPRO is to:
- Ensure that young people from Pembrokeshire have a national voice and part of a national network to influence change.
- Facilitates a proactive youth assembly ensuring young people from around the county are involved in the decision-making process.
- Facilitate and support a network of community youth councils and special interest groups to ensure a diverse range of young people in Pembrokeshire are represented.
- Committing Pembrokeshire to the UNCRC.
- Develop and deliver training to young people and adults.
- Work on projects important to young people e.g. Votes @16, safeguarding, environment, youth bank etc.

Youth Forums
Pembrokeshire Youth Assembly
Pembrokeshire Youth Assembly is a county-wide youth forum that consists of two representatives from each school, special interest group and youth forum in Pembrokeshire. The group meet once a month to come together to discuss issues and topics that affect young people in Pembrokeshire.
Pembrokeshire Junior Safeguarding
Pembrokeshire Junior Safeguarding is a group that aims to make Pembrokeshire a safe place for young people. The group meet monthly to discuss various things around educating young people of what the meaning of safeguarding is and also work around the issues that young people highlight that need more awareness.
Pembrokeshire Youth Bank
Pembrokeshire Youth bank consists of a panel of young people who come together to consider applications from projects led by young people within the community. The young people who are part of the Youth Bank panel can decide what projects can be funded money towards their project. Projects that are taking place in local areas that are being led by young people for young people, can apply for up to one thousand pounds. This allows young people to be involved in decision making and become participatory in the community. Pembrokeshire Youth Bank meet monthly to look at applications, visit funded projects and build relationships in Pembrokeshire.
Milford Haven Youth Council
Milford Haven Youth Council is a community youth forum that meet weekly to create and facilitate various projects to better the community. They also work within the community to build a better reputation for young people. Milford haven Youth Council have run various successful projects over the years whilst building relationships within the community. The young people have also facilitated projects that improve professional informal relationships with decision makers on a local and county-wide level.
Haverfordwest Youth Council
Haverfordwest Youth Council meet weekly to work on various projects that they believe young people and the community want to be involved in. The youth council has worked with organisations within the community to make it a better environment. An example of a piece of work the young people have been involved in is maintaining the planters at Haverfordwest Train Station to make the station more appealable.
Young Voices For Choices
Young Voices for Choices is a youth forum for young people with additional learning needs/disabilities. They get together to highlight and discuss issues that affect their lives. The group provides opportunities for organisations, companies and professionals to consult with the youth forum members and find out their thoughts and opinions. The young people come together to create and organise events and activities to raise awareness of issues the young people with additional needs and disabilities experience. The group also provides great opportunities to socialise and meet other young people but most importantly, opportunities to have fun!
School Based Youth Work
The School Based Youth Work Team is team of 8 Youth Workers covering the following secondary schools in Pembrokeshire:

- Ysgol Penrhyn Dewi
- Ysgol Bro Gwaun
School Based Youth Workers provide informal and non-formal activities and experiences and personal support for young people within their schools to positively influence their engagement in education, employment and training.
The team run an alternative provision through Princes Trust called the Achieve Programme. The Princes Trust programme offers young people the opportunity to achieve a qualification in Personal Development and Employability Skills (PDE). The qualifications are flexible and can be delivered in a variety of settings and tailored to meet the needs of the young people.
Youth workers in school work with young people on a 1-2-1 basis which is tailored around emotional health and wellbeing. Also in here, there is important group work looking at social skills, group work, team building etc.
