Schools and Learning Committee
The role of the Schools and Learning Overview and Scrutiny Committee is to review and scrutinise services delivered to improve outcomes for children, young people and adult learners and to support the raising of educational standards and outcomes.
The remit and scope of the Committee is as follows:
- Educational outcomes at all stages, particularly at Key Stage 4
- School performance, including support provided to schools
- School categorisation
- School support through regional working (i.e. ERW)
- Individual Schools (via a Schools Scrutiny Panel)
- Inclusion Services
- Youth Support and other community based services (including Adult Learning)
- Post-16 learning, skills and training
- Memorandum of Understanding with Pembrokeshire College
- Music Service
- Sports Development
- Children’s voice and participation
- Financial arrangements relation to schools and learning
- Safeguarding in Education

One-off Committee Items
- Item: Trauma Informed Schools Outcomes
- Purpose: To scrutinise the effectiveness of the roll out of the Trauma Informed Schools Programme, in both Primary and Secondary schools.
- Item: School Attendance Data
- Purpose: To monitor the approach to raising school attendance, following the update provided to the Committee in April 2023.
Standing / Re-occurring Items
- Item: Manorbier Primary School
- Purpose: To receive a verbal update in respect of Manorbier Primary School and the progress being made following the fire
- Item: Schools Scrutiny Panel
- Purpose: To consider the outcomes of school visits undertaken by the panel
- Item: Section 175 Safeguarding Action Plan
- Purpose: To have oversight of the Director of Schools and Learning’s statutory duties in relation to safeguarding and promoting the welfare of children in schools
- Item: School Staff Absence and Supply Teacher Arrangements
- Purpose: To annually scrutinise:
- (1) The barriers to performance including staff absence data and staff retention figures
- (2) The current supply arrangements

- Purpose: To scrutinise proposals for the Council’s budget and Council Tax levels for 2023-24
- Item: Whistleblowing in Schools Annual Report
- Purpose: To receive an annual update on whistleblowing in schools
