Local Authority and HSE

Enforcing Authorities

In the UK the enforcement of health and safety in the workplace is largely divided between local authorities and the Health and Safety Executive (HSE).

The relevant enforcing authority for different categories of workplace is established by the Enforcing Authority Regulations.  These Regulations allocate responsibility according to the nature of the main work activity, as follows:

Health and Safety Executive (HSE)

  • Docks 
  • Farms 
  • Fairgrounds 
  • Construction activities 
  • Council owned premises
  • Dentists
  • Doctors 
  • Universities 
  • Schools 
  • Factories
  • Hospitals
  • Nursing homes
