Application for a permit to operate an installation – A&C Aggregates Ltd, Roadstone Coating Plant, Unit 10, Waterloo Industrial Estate, Pembroke Dock.
The application has been placed on the Public Register held by Pembrokeshire County Council (Public Protection Division) at County Hall, Haverfordwest, SA61 1TP, and can be inspected free of charge during normal office hours. The application can also be viewed if you contact the Pollution Control Team at ContactCentre@pembrokeshire.gov.uk
The application contains a description of any foreseeable significant effects of emissions from the site on the environment.
Any written comments will be placed on the public register unless they include a statement requesting that this is not done. If there is such a request the register itself will just include a note that representations have been made which are not on the register because of such a request.
Certain industrial and commercial processes are subject to Local Authority control with regards to their emissions to air. These processes have the potential to cause air pollution and Pembrokeshire County Council is responsible for their inspection and regulation within its area. Such processes include foundries, paint spraying operations, crematoria, petrol stations, dry cleaners, etc.
There are three types of process classification:
- Integrated Pollution Prevention and Control (IPPC), which covers installations known as A(1) installations, which are regulated by Natural Resources Wales.
- Local authority Integrated Pollution Prevention and Control (LA-IPPC) which covers installations known as A(2) installations, which are regulated by local authorities.
- Local authority Pollution Prevention and Control (LAPPC), which covers installations known as Part B installations, also regulated by local authorities.
Natural Resources Wales regulates industries with the greatest potential of causing pollution to land, air or water. The Council regulates industries with less potential to pollute the environment.
The local authority processes are regulated under the Pollution Prevention and Control Act 1999 (PPC) and the Environmental Permitting (England & Wales) Regulations 2016. It also integrates with the Industrial Emissions Directive (IED).
Our role is to write a permit that contains a number of conditions to control the way the process operates and set emission standards or pollution levels. We inspect these processes routinely, and more often where we suspect problems may be happening.

The Pollution Control Team holds a Public Register of processes permitted by the Authority. Information is held for a period of 6 years and can be inspected free of charge during normal office hours. Please contact the Pollution Control Team to arrange an appointment.
