Pembrokeshire County Council are excited to announce the introduction of an E-Bike pay as you go scheme in Haverfordwest, Fishguard, Goodwick and Tenby on a 12-month trial basis starting 8th April 2024.
Electric bikes (E-bikes) are a combination of a conventional bike with a motor that take some of the effort out of pedalling for the rider. E-Bikes can cover greater distances in less time and with less effort than conventional cycles.
Update June 2024: The E-bikes are currently not available to hire in Haverfordwest due to required repairs. We will update in due course when they have been returned and are ready to ride. The E-bikes remain available for hire at the other project trial sites of Tenby, Fishguard and Goodwick.
What is the project for?
Pembrokeshire County Council`s aim is to give local people and visitors an alternative method of travel rather than having to rely on motor vehicles. This will in turn create a healthier and decarbonised Pembrokeshire and move us towards our National Decarbonisation targets.
How is the project going to be carried out?
We have identified 3 locations to initially carry out the trial scheme which are: Haverfordwest, Tenby, Fishguard and Goodwick.
The scheme will effectively be managed by Zeus mobility starting with approximately 30 E- Bikes 10 for each area with up to 50 arriving by the summer.
There will be 3 main charging stations installed 1 in each location, there will then be numerous satellite bays where you can finish your ride and park the E-Bike.
In order to use an E-Bike you will need to install an app on your phone Zipp Mobility (opens in a new tab). Once the app has been installed, you will be required to pay a small fee to unlock the bike. After payment, you can then simply hop on the E-Bike and cycle to your required destination.
When you arrive at your destination, simply take a picture of the E-Bike in a designated bay via the app and your ride is complete.

How much does it cost?
The price to hire an E-bike is as follows:
£3.00 for the first hour and 5p per minute after.
£7.99 for the day this will give you access for up to 4 hours then 5p per minute after.
£29.99 weekly hire which will give you 2 hours per day and 5p per minute after over a 7-day period.
All further information can be found on the zipp mobility app. Zipp mobility will be liable for all insurance and maintenance of the bikes during the trial period.

Use the interactive map below to find the nearest E-Bike closest to you. Simply choose a location from the drop down list and see where the E-Bike parking bay is located. Alternatively, you can look on the app for all the locations.

The funding of £150,000 has come from the Swansea Bay and South West Wales Metro.
Could this money have been used for anything else?
No, this money was specifically for this e-bike trial.
Where is the project being trialled?
The project is being trialled in Haverfordwest, Tenby, Fishguard and Goodwick for 12 months.

Is there an age limit to use the e-bikes?
Yes, you will need to be over 18 to register and use the e-bikes. It is a legal offence to register on behalf of anyone under the age of 18 years old.
What are the costs to use the bike?
The costs are £3.00 for the first hour and then 5p per minute thereafter.
A day pass costs £7.99 for four hours and then 5p per minute thereafter.
A week pass is £29.99 for two hours per day and then 5p per minute thereafter.

How are the e-bikes charged?
Zipp Mobility monitor the level of charge in the batteries remotely and change the batteries as required. Dedicated charging infrastructure is also under consideration for the trial areas.
Are helmets provided with the e-bikes?
Helmets are not provided with the e-bikes but we would always encourage riders to wear a helmet. Helmet use advice is also displayed on the e-bikes.
Are there locks with the e-bikes?
There are no locks provided but the e-bike will not move unless unlocked via the App by the rider.
Who is responsible for insurance?
All insurance is supplied by Zipp Mobilty. Contact 01384 437808 for more information.
Can you ride on pavements?
No. Like traditional push bikes, e-bikes must not be ridden on pavements. They can be used on shared use paths, cycle paths and roads. Please ride safely and be mindful of pedestrians and other road and bike users. The bikes have bells to use if necessary.
Can you take one on a train in one town and leave at a designated space in another town?
Yes, providing the train has storage for the bike.
