Becoming a Provider for Day Opportunities

To make sure a range of high quality day services are available throughout the County, we will be advertising the opportunity for external day services to join an accredited list of providers from whom our clients can purchase opportunities. We call this list ‘The Day Opportunities Framework’.

Our providers will be asked a series of questions, which will help us to ascertain which Tier we feel they fall into for vetting purposes. Each Tier will have a set of criteria that each provider will need to meet. We will be asking for documents to be sent to us to accompany their application, which can be found on our main page under ‘Apply to become a provider’. (provide link)

We assess the framework providers to make sure they meet certain standards and can provide high quality services. We continue to monitor them to make sure they maintain these standards. This may include visits and reviewing written updates about each service. We'll help providers to develop plans to improve their services even further if we need to. If we think a provider hasn't maintained high standards we may remove them from the framework.

Once we have received your application and reviewed its contents we will get in touch with you to keep you updated on its progress. If it has been approved, we will make contact with you to provide you with details around the next stages of your application.

Providers can also join a quarterly forum which includes day service providers as well as staff from PAVS, Pembrokeshire County Council and the Health Board.  The purpose of the forum is :

  • To share experience, expertise and good practice.
  • To provide an opportunity for partnership working and collaboration.
  • To facilitate debate and discussion between commissioners and providers (and other stakeholders) about commissioning intentions and policy developments
  • To give providers and users a voice and influence on PCC’s decisions and policy.
  • To provide an opportunity for PCC to disseminate information about commissioning intentions.
  • To provide information to ensure that PCC’s market position statement for day opportunities remains current and reflective of the local market place.
  • To share potential opportunities for service diversification and development
  • To foster greater partnership working between PCC and independent providers.
  • To co-ordinate initiatives (training, marketing, guest speakers)

A link to the Dewis system will also be provided to update your information.  Updates will need to be completed at least every 6 months. Finally, we will send you a template form to complete for us with the information around the activity that you are providing. This allows us to collate all the relevant information needed to place you onto our booking system. Where possible, you will be asked to provide a taster session before any block bookings.

Please ensure that you undertake a risk assessment during the first taster session to ensure that the activity is suitable for the service user.

All bookings will be made through our booking platform. Should any of your attending service users request additional support/days, please sign post them back to our social care team for an assessment/review. We will not back date payments.

Your contract will be between yourselves and the service users who are coming through the new booking platform.  This is because they will be purchasing your services using a Direct Payment. However, a formal agreement will be in place between Pembrokeshire council and our providers to provide assurance regarding standards of service and fee setting and review.

You will need to provide the terms and conditions of your services for us to review.  We will then issue to the service user before they book their taster session and again when they book a block session with you.

Activities on our booking platform will be listed under one or more of the following group headings

  • The Arts
  • Community Groups and mental health support
  • Physical Activities
  • Work placement

We will also ask you to provide information on if your service provides: accessible toilets, ramps and parking, 2:1/ 1:1/Group support/No support, Hoisting, First Aid trained, Medication- basic and controlled, Epilepsy trained, Disabled access/ toilets and changing facilities, Food options, transport.

You will be asked to complete an online registration form to monitor attendance. This will help us to ensure our attendance records are correct. Payments will be sent at the end of each month for the total number of service users that attended your activities. You will not need to send us an invoice, as we will have the full record of attendance.
