Review of Community Electoral Arrangements
About the Consultation
Following a county-wide community boundary review carried out by the Democracy and Boundary Commission Cymru (the Commission), Pembrokeshire County Council is seeking your views on electoral arrangements in several communities across Pembrokeshire.
In its final recommendations, published in January 2025, the Commission proposed several changes for a number of communities that were outside its legal powers to implement. The Commission and the Welsh Government have therefore recommended that the Council now undertake a review of those communities to help ensure local democratic arrangements are fair, effective and consitent across Pembrokeshire.
The Council is therefore inviting residents, community councils, elected members and other interested parties to share their views on a number of proposed changes. These include:
- changes to the number of councillors representing some communities;
- the removal of community wards in certain areas; and
- a proposed change to the name of one community
The only communities included in this review are: Lamphey, Llanrhian, Martletwy, Nolton and Roch, Pencaer, St Dogmaels, Stackpole and Castlemartin, and Wolfscastle.

How does the Council decide on the number of councillors?
The council adopted a Size Policy to provided guidance on the appropriate number of councillors for each community council based on the number of people registered to vote.
In line with the other communities across Pembrokeshire the aim of this review is to bring the remaining communities closer to these guidelines while ensuring that their councils remain effective and representative.

The responses you provide will be considered and used to inform a report to full Council for it's meeting on the 15th October 2026, with the intention that any changes will be effective for the town and community elections on the 6th May 2027.
