Proposal for discontinuation of Manorbier Church in Wales Voluntary Controlled school

Pembrokeshire County Council has a statutory duty to secure sufficient and suitable school places in its area and to determine whether it is making the best use of the resources and facilities to deliver the opportunities that children deserve.


At its meeting on 8th May 2025, Pembrokeshire County Council considered a report of the School Modernisation Working Group which outlines the findings of a review of education provision in the Tenby area. In particular, the review considered the extent of surplus places in the area, set against a significant decline in the pupil population. In addition, the report outlined the current position in relation to the school building at Manorbier, and the cost of primary school places, and concluded with a recommendation. The decision of Council was as follows:

  • That the Director of Education be authorised to commence statutory consultation with the St Davids Diocese on the proposal to discontinue Manorbier Church in Wales Voluntary Controlled School.

In accordance with the School Organisation Code, a letter was sent to the St Davids Diocese on 14th May 2025 in order to seek its views on the proposal. The Diocese’s response was considered by the County Council at its meeting on 17th July 2025; the decision of Council was as follows;

  • That the Director of Education be authorised to commence general statutory consultation on the proposal to discontinue Manorbier Church in Wales Voluntary Controlled School.


The subsequent statutory consultation was undertaken during the period 5 November 2025 to 19 December 2025.

Following the decision of the County Council at its meeting on 5th March 2026 to proceed with the proposal to discontinue Manorbier Church in Wales VC School, the Authority has now published the Statutory Notice.

Any person who wishes to object to the proposal must do so within 28 days after the date of publication of this proposal, that is to say by 11th May 2026.
