About the consultation

We are interested in your views on the 4 proposed strategic priorities in our Environmental Services Strategy 2025-30, and the measures which have been outlined to deliver the 4 priorities. This includes a number of proposed changes including improvements to recycling, changes to residual (black bags) waste collections, and changes to the method of delivery and maintenance of our green spaces. Background

Over the past 20 years we have brought in a number of changes which has meant we have been one of the best performing councils in Wales for recycling. We have also changed how we maintain the local environment with more bio-diversity led initiatives and by working with Town and Community Council and community groups. 

However, as detailed in the strategy, there is a strong case for change including legislation changes such as Extended Producer Responsibility, Deposit Return Schemes and Emissions Trading Schemes. The context for this is that a detailed analysis of household waste undertaken in 2022 found that 48% of the materials in the residual (black) bags in Pembrokeshire could be recycled.

The aim of this strategy is to review the best available options for Pembrokeshire to meet our environmental aspirations of reducing waste and encouraging a circular economy through recycling, reuse and repair. We want to change the way waste generated is viewed to be a resource to be utilised rather than a problem, encourage households, businesses and visitors to reduce waste generated and increase recycling and reuse, continuing to move up the Waste Hierarchy.

Environmental Services Strategy

This strategy outlines ways of delivering the statutory duties and essential facilities required of the Environmental Services Division in light of the current financial climate and changes in legislation. The strategy focuses on the delivery of four key priorities and what each priority aims to achieve.

1. Improving prevention and reuse of our resources.

  • Reduce the overall waste generated per household.
  • Enhance reuse options through Waste and Recycling Centres in Pembrokeshire.

2. Building on our recycling performance in line with the circular economy and Net Zero

  • Continue to meet our statutory recycling targets.
  • Expand the kerbside recycling service to make it easier to recycle more materials at home, increase recycling, and promote material circularity.
  • Reduce the amount of residual waste, through a review of residual collections frequency and capacity (including 4 weekly collections), to increase recycling income and reduce disposal costs.

3. Enhance sustainability of our streets, beaches and green spaces

  • Providing sustainable and cost-effective solutions to maintain and improve the local environment quality of the public realm and its facilities.
  • Improvements in ecological resilience through projects surrounding biodiversity preservation, improve ecosystem and adaptation to climate change through habitat protection.

4. Engagement and compliance through behaviour change.

  • Provide an effective communication and engagement programme
  • Ensure that households participate and recycle all their recyclable waste through supporting residents and businesses who struggle to recycle and manage their waste.
  • Encourage householders, businesses and visitors of Pembrokeshire to recycle at home, in work and “on the go”
  • Prevent Enviro-Crime across Pembrokeshire, including fly tipping and littering.
