Proposal for Discontinuation of Cilgerran Church in Wales Voluntary Controlled School and establishment of the same as a 3-11 Community School

Pembrokeshire County Council has a statutory duty to secure sufficient and suitable school places in its area and to determine whether it is making the best use of the resources and facilities to deliver the opportunities that children deserve.

At its meeting on 8th May 2025, Pembrokeshire County Council considered a report of the School Modernisation Working Group which outlined the findings of a review of education provision in the Preseli area. In particular, the review considered the extent of surplus school places in the area, set against a significant decline in the pupil population.   

The report outlined the current position in relation to Cilgerran VC school, and highlighted its status as a ‘Rural’ school, in the context of the ‘Presumption against the closure of rural schools’ within Welsh Government’s School Organisation Code.

The decision of Council on 8 May 2025 was:

That the Director of Education be authorised to commence statutory consultation with the St David’s Diocese on the proposal to discontinue Cilgerran Church in Wales Voluntary Controlled School, and to establish the same as a 3-11 Community School.

Following consultation with the St Davids Diocese on the above matter, Council received a report on 17 July 2025, which included the full response from the Diocese, which was considered.

The decision of Council was as follows:

That delegated authority be granted to the Director of Education to undertake general consultation to discontinue Cilgerran Church in Wales Voluntary Controlled School, and to establish the same as a 3-11 community school. 

This document fulfils part of the County Council’s responsibility under the School Standards and Organisation (Wales) Act 2013 to consult with appropriate stakeholders and to explain the Council’s proposal to discontinue Cilgerran Church in Wales Voluntary Controlled School, (hereafter referred to as Cilgerran VC school) and to establish the same as a 3-11 community school. This document offers an opportunity for consultees to put forward any comments, observations or alternative proposals they wish to be considered, as well as explaining why other options considered are not the preferred option.

Consultation on this proposal will comply with the requirements of the School Organisation Code.  Consequently, the main purpose of this document is to provide information and to gather the views of identified stakeholders.  For further information on the statutory process, see Section 7.
