What’s the difference between Universal Primary Free School Meals (UPFSM) and Eligible Free School Meals (eFSM)?
- Universal Primary Free School Meals (UPFSM): Free meals for all full-time primary school pupils in Wales. No application needed.
- Eligible Free School Meals (eFSM): Free meals based on income or benefits. You must apply. eFSM also unlocks the School Essentials Grant (if of compulsory school age).

Can I get both Universal Primary Free School Meals (UPFSM) and Eligible Free School Meals (eFSM)?
Yes. If your child gets UPFSM in primary school, you should still apply for eFSM. This gives you access to the School Essentials Grant and ensures free meals continue in secondary school.
Will my Eligible Free School Meals (eFSM) be backdated?
No. Free school meals can only start from the date you submit your application. They cannot be backdated.
Do I need to apply if my child already gets Universal Primary Free School Meals (UPFSM)?
Yes. UPFSM is automatic for primary pupils, but eFSM requires an application. Applying for eFSM unlocks extra support.
What if I have more than one child or need to add another child?
You can include all your children on the same application. If you need to add another child later, contact us:

What if I’m not eligible for eFSM or the School Essentials Grant?
If you’re not eligible, you’ll still get UPFSM for primary pupils. You can pay for meals in secondary school using our online system.
How to pay for school meals
How do I get the School Essentials Grant?
You don’t need a separate application. If you apply for eFSM and qualify, the grant is processed automatically.
I haven't received a School Essentials Grant payment – what should I do?
If you have not received your School Essentials Grant within 10 working days after hearing that you are eligible for Eligible Free School Meals (eFSM) please contact our SUGS (School Uniform Grant) team:
