Culture

Much of this page focuses on the systems we have developed to help us manage performance. It is also important to examine the culture that underpins this, which is key to driving improvement across the whole organisation.

As an organisation we have a clear sense of purpose. Our vision statement is: Working together, improving lives.

Work towards our vision is underpinned by the mission statement below:

  • Sense of purpose: Our purpose is to inspire and support individuals, communities and organisations to secure improvements in social, economic and environmental well-being.
  • Improvement: We will aim to transform the way in which the organisation works, innovating and seeking best practice to help us deliver in more effective and efficient ways. We will aim to continue to make prudent choices, by living within our means and avoiding unnecessary processes and waste.
  • Working together: We will work together to help provide joined-up support and services for Pembrokeshire people, visitors to the county, communities and organisations. We are committed to the continued development of effective partnerships with voluntary, private and public sector bodies within and out of the county.

 

The cultural change we want to bring about will inform, and also be reinforced by, a new personal appraisal and individual well-being process that is linked to this framework. The new initiative (Feedback, Focus, Future) has been soft-launched in March 2025, with full roll-out planned for 2026 following a review of its effectiveness.

Programme for Administration – This document sets out the political aspirations of the current administration. It was agreed by Cabinet in January 2023 and reviewed and updated in October 2025.

Well-being objectives – In March 2025, the Council agreed four well-being objectives. These objectives set the overarching strategic direction for the Council and provide the framework for the Corporate Strategy 2025-2030. The well-being objectives are:

  • Our Future – Enabling the best start in life for our children and young people, equipping them with skills for the future.
  • Our Place – Prosperous places with clean, safe and sustainable environments, where people can live well and thrive.
  • Our Communities – Caring for people, and enabling active, resourceful and connected communities.
  • Our Council – A financially sustainable, well-governed council, with a workforce equipped to support the people we serve.

 

Transformation – The Council’s approach to transformation responds to the extremely challenging financial climate, and the continuing need to achieve significant efficiencies, budget savings and service change across the organisation. The programme has recently been repurposed and new programme governance arrangements were approved by Cabinet in April 2025. The newly established Transformation and Innovation Board will provide strategic oversight and direction to the sub-programmes, centred on the thematic areas of:

  • Preventions (0-25 yrs old).
  • Digital and AI.
  • Target Operation Model (TOM)/Vanguard service redesign.
  • Decarbonisation and Adaptation.
