Panel Performance Assessment (PPA)
Section 92 of the Local Government and Elections (Wales) Act 2021 places a duty on Councils to arrange for an external panel to conduct a PPA at least once every electoral cycle.
A PPA is an independent, organisational-level assessment undertaken by expert peers, designed to support Councils in actively seeking external challenge and assurance, and embracing different perspectives around how they are performing and where they can improve.
Pembrokeshire County Council undertook its first PPA in October 2025.
