Council House Repairs & Maintenance
Pembrokeshire County Council’s Building Maintenance team manages 5,875 domestic properties. We operate an ongoing maintenance programme aligned with the Welsh Housing Quality Standard (WHQS) 2023, ensuring homes remain safe, warm, and affordable to heat, while supporting our decarbonisation goals wherever possible.
What work can I expect to see on my property?
A programme of property surveys will begin in 2025–26. The data collected will inform structural repairs and WHQS improvement works.
We deliver two main work streams:
- Planned Improvements - smaller scale upgrades.
- Capital Repairs – extensive works required to bring properties up to WHQS standards.
These programmes are detailed in the Housing Revenue Account (HRA) Business Plan, which sets out repair priorities and budgets for the next 30 years. Works include replacing and upgrading components at the end of their life cycle. Examples of these are listed below:
- Kitchens
- Bathrooms
- Ventilation
- Roofs
- Doors
- Windows
- Central heating
- Electrical Rewiring
- Internal Improvements (General)
- Damp-proofing
- Structural Upgrades / Repairs
- External Painting
- Outside space, paths and boundaries (fencing / walls)
How will this work be funded?
Planned Improvements
2024–25: £10.063m spent on cyclical and responsive repairs (funded by council house rent income).
2025–26: Estimated cost £9.891m.
Void repairs
2024–25: £2.449m spent bringing empty properties to lettable standard.
2025–26: Estimated cost £2.284m.
Capital Programme
In 2024–25: £15.386m spent on major repairs, plus £17.238m on acquisitions, new builds, and retrofit schemes.
Funding sources include:
- Welsh Government Major Repairs Allowance (MRA) – £4.000m in 2024–25.
- Council house rent income.
- Sale of council houses and land.
- Prudential borrowing (Borrowed money) where required to fund work programmes.
In 2025-26 the approved capital programme budget is £52.695m. The approved Welsh Government MRA Grant for the year is £4.000m.
