Foreword from the Leader

It is with great pleasure that I am able to present, on behalf of Pembrokeshire County Council’s Cabinet, a revised Programme for Administration 2022-2027.

We are two thirds through our term, and I am pleased to say we are making good progress delivering against the priorities from the 2022-2027 Programme for Administration. This revised programme highlights some of things we have achieved. 

Looking back on the past three years I am struck by not only how much has been achieved, but how solid the foundations that we have built are for the county in the decades to come, the county that our future generations will inherit.

As we look to the future, we must plan for the changes that are happening in society that will change demand on Council services.  We should celebrate that more people are living for longer and the contribution that older people make to Pembrokeshire, but equally we cannot ignore the growing cost of social care. At the other end of the age spectrum, we have refurbished or renewed many of our schools and many more young people are meeting their full educational potential, but as the number of young people falls, we must adjust the school places too so that resources remain focused on young people, not buildings.

One of the Council’s main purposes is to encourage and build communities whilst remaining accountable to them through the democratic process.  As a Cabinet we are committed to encouraging all local residents to become involved in their communities as well as in the 2027 elections.

Over the past three years, Cabinet has provided effective leadership, taking the right decisions for our communities now and in the future and engaging with the wider council membership. I am pleased that we have addressed issues identified by Audit Wales by strengthening our governance systems and improving member officer relations.

Against the backdrop of the significant challenges we face, we must look forward positively and confidently, and I believe that this is what our ambitious Programme for Administration sets out.  It has been developed in line with the Wellbeing of Future Generations (Wales) Act 2015, and my Cabinet and I are committed to working with our officers to deliver a positive and lasting change for our wonderful County.
