Active Travel Network Map 2026 Consultation

Pembrokeshire County Council is undertaking a consultation to gather feedback on Active Travel requirements within the County.

Under the Active Travel (Wales) Act 2013, all local authorities in Wales are legally required to prepare and maintain Active Travel Network Maps (ATNMs). These maps support the planning, delivery, and funding of Active Travel schemes, helping to create a more integrated, accessible, and sustainable network for walking, wheeling and cycling over a three-to-five-year period. Our current map was approved by Welsh Government in 2022 and now it is time to reflect the changes and improvements over the past three years.

The consultation seeks to:

  • Engage and involve local communities in identifying the most important Active Travel routes requiring improvement or development. 
  • Access the practicality and effectivness of existing routes to ensure they reflect user experience and align with current and future developments.
  • Promote Active Travel and encourage residents to adopt sustainable modes of transport for everyday journeys, reducing reliance on private motor vehicles.

The consultation focuses on the main towns and villages in Pembrokeshire which have been selected by the Welsh Government as the designated localities in the County. These are:

  • Fishguard / Goodwick
  • Havefordwest
  • Johnston
  • Milford Haven
  • Neyland
  • Pembroke Dock
  • Pembroke
  • Tenby
  • Saundersfoot
  • Narberth
  • St Dogmaels (this lies within the settlement boundary of Cardigan but within the administrative area of Pembrokeshire County Council)

 

Viewing the Active Travel Network Map

The current ATNM is available on the Data Map Wales platform. The map displays both:

  • Existing routes - these are the routes that currently meet Welsh Government standards for Active Travel (walking, wheeling and cycling).
  • Future routes - these routes were identified during previous consultations or required enhancements to improve the overall connectivity of the network.

Consultation details

This statutory 12-week consultation will run from 26th January 2026 to 20th April 2026

You can take part in the consultation (opens in a new tab) exercise online through our interactive mapping tool, hosted by Data Map Wales which comes under the jurisdiction of Welsh Government.

Drop-in sessions will take place at the following locations where representatives from Pembrokeshire County Council will be present to answer any questions that may arise. Due to venue opening hours, please be advised that we are unable to attend any later than the times specified.

5 February

11 February

  • Milford Haven – Milford Haven Library, 10:00 – 13:00 

5 March

  • Tenby – Tenby Town Council, 09:30 – 12:30
  • Saundersfoot – The Regency Hall, 13:30 – 17:30 

16 March

  • Haverfordwest – HaverHub, 14:00 – 18:00

  • St Dogmaels – St Dogmaels Memorial Hall, 14:00 – 18:00 

Paper copies are available upon request by contacting the team at the email address below. Please note that due to the extensive area covered, we can only provide hard copy plans for the specific area within your remit. Should any participants wish to take part in the consultation via a different format, we kindly ask that requests are submitted to team as soon as possible.
